What is the ruling of Islamic law on obtaining financial support provided to outstanding students at a foreign university by writing memos that prove the absence of a scholarship, knowing that one exists, in order to circumvent the university's condition that it does not provide support to students who have received scholarships?

It is not permissible to benefit from university aid that stipulates the student must not be a scholarship recipient, nor is it permissible to obtain it through deception, as that involves lying and cheating. The entity that sent you is not permitted to do what it did, as it involves lying and and assisting in sin; this is based on the Almighty's saying: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty."
