Is calling one's sister, who does not cover her 'awrah when she goes out or stands at the door, considered cooperation in sin and aggression?

If the sister will go out immodestly dressed, or stand immodestly dressed at the door where non-mahram men can see her, then she is not permitted to go out. Nor is the brother permitted to invite her to go out, knowing this, in order to prevent harm, out of protective jealousy for one's female kin, and to avoid assisting in sin. The sister must be advised and warned against immodest display, and the texts of warning mentioned in this regard should be explained to her. The advice should be given with gentleness and kindness.
