Is it obligatory to give charity for making up missed days of Ramadan from previous years, and what is the method for giving this charity, and is it permissible to give it outside the country?

Whoever misses fasting in Ramadan without a valid excuse until the next Ramadan begins has sinned and must make up for the missed days (qadaa'), along with an expiation (kaffarah) of one mudd of food for each day (approximately 750 grams). This expiation is to be given to the poor and needy, and it is permissible to give it to the poor in another country if there is a need.
