There is no objection to raising one's gaze to the sky outside of prayer; rather, it indicates an intensification of supplication to Allah. It has been authentically reported that the Prophet (peace and blessings be upon him) used to raise his gaze to the sky while supplicating. However, raising one's gaze to the sky during prayer is forbidden.
