It is impermissible to use the aforementioned cup, due to the general evidence prohibiting the use of gold and silver vessels. The scholars have stipulated the prohibition of using vessels plated or gilded with gold, unless the plating is very thin, such that it would not be distinguishable if exposed to fire, in which case it is then excused.
