Is it permissible to pray in the mosque or at home if the Adhan is called twenty-five minutes before Fajr and the prayer is established before the entry of its time in Ramadan?

There is no problem with the validity of Fajr prayer after its time has begun. If you are in doubt about the time having begun, then do not pray until you are certain or it is highly probable that their prayer is on time.
