"Qawamah" (guardianship/headship) is a more specific concept than "Wilayah" (authority/guardianship). Wilayah is broader and includes general Wilayah (the authority of a ruler over the nation) and specific Wilayah (authority over oneself or one's property). As for Qawamah, it encompasses Qawamah over individuals (such as a woman, a minor, an imbecile, or an insane person) and over property.
