Must a woman possess specific qualities before wearing the niqab, or does the niqab itself refine morals and characteristics?

A believer must hasten to perform acts of obedience and should not hold back from them on the pretext of not possessing the appropriate qualities or due to the poor character of those who perform them. The poor character of some worshippers or those who wear the niqab does not discredit prayer or the niqab itself; rather, it discredits themselves. Prayer, the niqab, and all of Allah's laws are based on good qualities and morals. These thoughts are satanic deceptions intended to discourage Muslims from acts of obedience. And whoever adheres to what Allah has made obligatory upon them is a doer of good and is praised for it. You must cast away these absurdities and hasten to adopt modesty and emulate the Mothers of the Believers, striving for the morals of believing women.
