What is the ruling of Islamic law on the decision to close mosques and open them only at prayer times?

Mosques hold a great status in Islam. Allah Almighty has attributed them to Himself out of honor and glorification, and He commanded that their status be elevated and His name be mentioned therein. Islam has encouraged their construction and promised a house in Paradise for whoever builds a mosque seeking the countenance of Allah. The mosque is a place for everything that serves the interest of Islam and Muslims. From it, state affairs are managed and armies are prepared. It can be a dwelling for the homeless and a place for i'tikaf (seclusion for worship). Therefore, it is not permissible to close the houses of Allah in the face of believers who wish to cultivate them with the remembrance of Allah, for this is a great injustice. The cultivation of mosques is achieved through the remembrance of Allah, the establishment of His law within them, and their purification from defilement and polytheism, not merely by their ornamentation.
