Is delaying the burial of the deceased for several days in a morgue, for the purpose of completing paperwork and awaiting the arrival of relatives, considered a torment for them or a sign of a bad end? Is the deceased affected by this delay? And does the matter differ whether the deceased was righteous or wicked?

The Sunnah is to hasten the burial of the deceased, and it should not be delayed except out of necessity or need. There is no objection to delaying it due to compelling circumstances or necessary procedures, as long as there is no fear of the body changing. This delay is not an indication of a bad end for the person or a lack of righteousness, nor does it constitute torment for them.
