Money obtained through deceit and falsification of medical reports is unlawful, and one must repent to Allah Almighty and return it. A vow to donate a sum of money acquired through falsification and lies is not binding, for the Prophet, peace and blessings be upon him, said: "There is no vow for the son of Adam in what he does not possess." If the vow pertained to a salary other than the one mentioned, and his vow was fulfilled, and he legitimately acquired that salary, then he should fulfill his vow. The money he obtained through the aforementioned stratagems does not belong to him, and he must return it to the entities from which it was taken.
