Is the husband entitled to take the gold he presented to his wife under the pretext of completing the construction of his house, and what should the wife do about that?

A woman's wealth is her exclusive right, and it is not permissible for the husband to force her to pay him anything from it. He is a transgressor if he attempts to coerce her into giving him her wealth. You must advise him and clarify that it is not lawful for him to take her wealth except with her willing consent, as Almighty Allah says: "And it is not lawful for you to take anything of what you have given them." The wife can give him the gold with guarantees from him for its return, such as writing a document. This is not obligatory for her, but it is a solution to the problem.
