Is it permissible to give the mosque's imam money from the mosque's funds to repair his house, which is located in the mosque building, knowing that he receives an insufficient salary from the endowment, and is the imam considered one of the mosque's appurtenances?

If the funds are from zakat or sadaqah and the Imam is eligible to receive them, then it is permissible to give them to him. However, if the funds are endowed (waqf) or donated to the mosque, they should be disbursed according to the conditions set by the endower or donor. If the condition includes what is attached to the mosque, such as the Imam's and the muezzin's residences, then funds may be spent on them. If the condition is restricted to the mosque, and there is an surplus of funds beyond its needs, and the Imam is in need, then it is permissible to give him from it, because spending the surplus on the needy Imam and muezzin is more appropriate than spending it on others.
