Does the saying of Allah Almighty: "Allah destroys interest and gives increase for charities" apply to one who has paid half of the Zakat due on him?

This person who paid some zakat and withheld some of it is a doer of good in what he paid and a wrongdoer in what he withheld. The acceptance of deeds and the multiplication of reward are matters of the Unseen, and we hope that Allah accepts what he did well. However, what remains as a debt upon him will not be waived by that multiplication.
