Is it permissible for a Muslim woman who manages a private school to employ men or non-Muslims?

We believe that she should limit her employment and selection to women, and leave the employment of men to men. We also advise her and her husband not to employ any non-Muslims, neither men nor women, if they are able to avoid doing so.
