Is it permissible for a truck inspector to repair minor defects and take money for his effort, knowing in advance the cost of repairing these defects?

There is no harm for the observer in doing what benefits the ships, as an act of advising and desiring good for others. However, he is not entitled to receive compensation for it, unless it is with the consent of the ship-owning entity.
