Is it permissible to pay a sum of money to pass a car inspection when the car has a major engine defect, knowing that there is currently no money available to repair it, and that the inspection certificate is essential for driving the car?

The requirements set for car inspection aim for the public good and to provide safety for the car driver and those around him. It is not permissible to circumvent these laws established for the common interest.
