Is the prayer of one who suffers from inflammation and pus in the urine, and who needs to enter the restroom every five minutes, considered valid, knowing that he might need to enter the restroom again during the prayer?

The prayer of one who is resisting the urge to urinate, defecate, or pass wind is valid, though disliked, if they are able to relieve themselves before prayer. However, if they are excused, their prayer is valid without being disliked. Some scholars are of the view that the prayer is not valid if the resistance leads to a loss of khushu' (devotion/concentration), but An-Nawawi considers this view to be an outlier and weak, and that the well-known opinion is that the prayer is valid, though disliked.

Ibn Qudamah mentioned that prayer is disliked in this situation because it distracts the worshipper from khushu', but it is valid with a reduction in reward commensurate with the reduction in khushu'. As for merely feeling the urge to urinate without actively resisting it, this does not fall under the prohibition.
