Is it permissible for a young man to propose to a girl he admires, despite his full disapproval of her immodest dress, with the intention of trying to convince her to adhere to the Shariah-compliant dress after the engagement?

Frequent entry into people's homes and seeing their daughters without the intention of marriage is not recommended and raises suspicions. It may also harm the girl and her family. Some scholars have deemed it desirable to look at a girl before proposing.

A woman who displays herself immodestly (mutabarrijah) is committing a major sin that incurs Allah's wrath, and it is better to avoid marrying such a person. However, if your heart becomes attached to her, it is permissible to propose to her. You should inform her of the prohibition of immodest display (tabarruj) and mixing (ikhtilat), and stipulate that she repents. If she complies, then there is no harm in marrying her, as the Prophet, peace and blessings be upon him, said: "There is nothing better for two who love each other than marriage." If she refuses or shows only a superficial agreement, then you must turn away from her and seek someone else who possesses good character and religiosity.
