The closest finding is what Abu Ubayd al-Qasim ibn Sallam narrated in the book "Al-Amwal" from Umar ibn Abd al-Aziz, where he wrote to Abd al-Hamid ibn Abd al-Rahman while he was in Iraq, ordering him to disburse people's stipends, then to settle the debts of debtors without extravagance or wastefulness, then to marry off young people who desire marriage, and then to assist those among the Dhimmis whose land has weakened, by lending them what strengthens them to cultivate their land. This was also narrated by Ibn Zanjawayh in "Al-Amwal."
