I advise you to say "Inna Lillahi wa inna ilayhi raji'un" (Indeed, to Allah we belong and to Him we shall return) and to be patient. If a child dies before puberty, there is no accountability or punishment for him. Rather, Allah places him under the care of Ibrahim in Paradise, and it is established that he intercedes for his parents. One who lacks discernment, such as the insane or the mentally deficient, is not held accountable. The ruling for a mentally retarded newborn is the same as for the insane; there is no religious obligation upon him, nor will he be held accountable on the Day of Judgment. He will enter Paradise if he is from Muslim parents.
