Is it permissible for a traveler to combine and shorten prayers (Dhuhr and Asr, and Maghrib and Isha) if he intends to travel after one hour?

Travel concessions, such as shortening prayers (qasr) and combining them (jam‘), are only to be taken after one has commenced their journey. Therefore, whoever intends to travel but has not yet begun their journey remains subject to the rulings of a resident, and it is not permissible for them to avail themselves of these concessions.
