What is the procedure for wiping over the khuff (socks), and does this include torn or odorous socks, taking into account the difficulty of performing ablution in public places in non-Islamic countries?

The method of wiping over the socks (khuffayn) is by wetting the hand with water, then wiping over the top surface of the sock once. It is a condition that the sock covers the obligatory part (the foot up to the ankles), although Shaykh al-Islam Ibn Taymiyyah permitted wiping over a torn sock as long as it still retains its name as a sock and can be walked in. The duration for wiping is one day and one night for a resident, and three days and nights for a traveler.
