Is a girl who is mentally and physically disabled, and who does not eat or drink except with assistance, obligated to fast? Is Zakat due on the financial aid she receives from the state? Is it permissible to pay the fidyah for fasting from this aid or from her family's money? Is it necessary to appoint someone to perform Hajj and Umrah on her behalf?

Among the conditions for accountability (taklif) is sanity. Thus, an insane person is not accountable for prayer, fasting, or Hajj. As for Zakat, it is obligatory on the wealth of an insane person if it reaches the nisab (minimum threshold) and a year has passed on it, and the guardian is to disburse it, and it is given to the poor and needy. Providing food for a fasting person to break their fast is encouraged, not obligatory. It is not permissible for the father of a mentally disabled person to give charity from her money for feeding fasting people; because a father is not permitted to donate from his child's money except for a benefit to the child himself. Hajj is not obligatory for a mentally disabled person because she is not accountable for it, and her family is not required to appoint someone to perform Hajj on her behalf.
