Joking can be permissible or forbidden. The Prophet, peace be upon him, joked infrequently and only spoke the truth. Excessive joking—even if it is permissible—hardens the heart, breeds resentment, and diminishes respect, especially for someone in a position of guidance. The Imam should avoid excessive jesting and joking, especially with young people, and particularly joking that could be understood as mocking verses [of the Quran]. If the intention is to mock the verses, it is disbelief (kufr). The least that can be said about this type of joking is that it is reprehensible and disliked, and the Imam should be advised to refrain from it.
