Is it permissible to make the intention for ablution verbally inside the bathroom, and did Sheikh Ibn 'Uthaymeen say that?

It is advisable not to pay attention to whispers (waswas). Regarding saying "Bismillah" inside the bathroom, Sheikh Ibn Uthaymeen holds that it should be in the heart, while Sheikh Ibn Baz sees no harm in saying it verbally if there is a need. The most preferable and cautious approach is to say "Bismillah" before entering the bathroom.
