Is it permissible to mention the name of Allah to oneself upon entering the lavatory, in the event of forgetting the basmala and the etiquette of entry, knowing that "there is no ablution without basmala"?

The majority of jurists are of the opinion that it is permissible to perform dhikr (remembrance of God) with the heart in the restroom without it being disliked. Al-Dusuqi narrated a consensus on the absence of dislike for performing dhikr with the heart in the latrine. As for the Basmala (saying "Bismillah") in ablution, the majority opinion is that it is a Sunnah (recommended act) and not obligatory.
