"Basmalah" (saying "Bismillah") in ghusl (ritual bath) after major impurity is not obligatory, according to the preponderant opinion of scholars. Its ruling is less strict than saying Basmalah in wudu (ablution). If the bathroom contains a toilet, then the preponderant opinion is not to say Basmalah inside it, out of reverence for the remembrance of Allah Almighty. It is better to say it before entering.
