How can a Muslim pronounce and mention God during Wudu’ if the place for Wudu’ is inside the toilet, and is it permissible to say “Bismillah” (In the name of God) and form the intention for Wudu’ before entering it?

Uttering the Basmalah (Bismillah) before ablution is recommended, not obligatory. As for dhikr (remembrance of Allah) during ablution, there is a difference of opinion among scholars: one group recommended it based on weak hadiths concerning meritorious deeds, while another group did not recommend it due to the extreme weakness of its evidence. However, dhikr after completing ablution is recommended by scholarly consensus. Remembering Allah inside the restroom is disliked, and it is recommended to say it outside.
