What is the ruling on giving Khums in Islamic Sharia?

The khums (one-fifth) is to be given from the rikāz, which is what a person finds of buried treasures from the pre-Islamic era (Jahiliyyah), based on the Prophet's (peace and blessings be upon him) saying: "And in rikāz is the khums."
