This situation is a form of forbidden gambling (qimar) and maysir, due to the Almighty's saying: ﴿O YOU WHO BELIEVE! INTOXICANTS AND GAMBLING AND IDOLS AND DIVINING ARROWS ARE ABOMINATION OF SATAN'S HANDIWORK: ESCHEW SUCH (ABOMINATION), THAT YOU MAY PROSPER. (90) SATAN'S PLAN IS (BUT) TO EXCITE ENMITY AND HATRED BETWEEN YOU WITH INTOXICANTS AND GAMBLING, AND HINDER YOU FROM THE REMEMBRANCE OF ALLAH AND FROM PRAYER: WILL YOU THEN NOT ABSTAIN?﴾ Maysir is when an action's outcome oscillates between gain and loss. This test, in which the applicant pays a sum of money hoping to be accepted for the job, whether that happens or not, is gambling and a means of fraud and deceit on the part of the company. It is not permissible to enter this test unless it is free, and provided that the company's dealings adhere to Islamic law.
