A man is not permitted to be in seclusion with a non-mahram woman, whether traveling or not, due to the Prophet's (peace be upon him) saying: "No man is secluded with a woman but the third of them is Satan." A woman is not permitted to travel without a mahram, and the company of women does not take the place of a mahram in travel according to the majority of scholars. The distance for shortening prayers begins from the end of the houses of the village where the traveler resides.
