Is Zakat obligatory on money saved for me in a bank account opened by my non-Muslim father, knowing that I currently cannot access this money and may not receive it in the future?

For zakat (definition) to be obligatory, the following conditions must be met: freedom, Islam, ownership of the nisab (definition) (minimum threshold), stable ownership, and the passing of one lunar year (hawl) on the wealth. If these conditions are fulfilled, zakat becomes obligatory.
