Who are the 'Masakeen' (needy) to whom expiation (kaffarah) is paid, how is expiation calculated in monetary terms, and is it permissible to pay it to children?

A "miskin" (needy person) is one who has no wealth, or has wealth that is insufficient for himself and those he supports, and has no one to support him. When expiation is given in monetary form, each miskin is given the value of what would feed him for a day (morning and evening meals). It is not permissible to give expiation to children unless they meet the description of a miskin and the expiation is handed over to their guardians.
