Are all the rulings in the Qur'an obligatory upon Muslims?

The fundamental principle regarding commands mentioned in the Qur'an is that they denote obligation (wujub) according to the majority of scholars. Some have said they denote recommendation (istihbab), and others have said they denote permissibility (ibahah). Contextual indicators (qara'in) may shift a command from obligation to recommendation or permissibility. Everything that has been mentioned in the texts of revelation, whether from the Qur'an or authentic Sunnah, is truth that must be believed in. Compliance with its commands and prohibitions is required, to varying degrees depending on the nature of the command or prohibition.
