There are two types of lowering the gaze: The first is what a person is capable of doing, by intentionally refraining from looking at women, and this is obligatory upon him. The other is what he is not capable of, which is the sudden glance not followed by intentional looking; there is no sin in this, as it is beyond one's control. The secret behind Allah Almighty’s saying: (Tell the believing men to reduce [some] of their vision) lies in the partializing particle "min" (from), indicating that some lowering of the gaze is not obligatory, such as the gaze of a doctor or a suitor.
