Which of them has more right to lead the congregational prayer (Imamah) if a traveler and a resident are present?

If both residents and travelers are present, the most eligible among the residents should lead the prayer (e.g., the one with the best recitation or the most understanding of jurisprudence), unless the ruler or his deputy is among the travelers, in which case he has precedence. It is disliked for a traveler to lead residents in prayer if he intends to shorten the prayer, because the residents will base their prayer on his and complete it. If no ruler is present, it is better for a resident to lead them so that all their prayer is with a single imam. However, if a traveler leads the residents, it is permissible, and their prayer is valid, whether the traveler shortens or completes his prayer.
