Is it permissible to combine two prayers while at home due to rain or cold? And if the Imam combines them, is it permissible for the congregant to combine them?

The issue of combining prayers due to rain is a point of contention among scholars. We have favored the permissibility of combining prayers for the excuse of rain that wets clothes, specifically a pre-emptive combination (Jam' Taqdeem) only between Dhuhr and Asr, and between Maghrib and Isha. This is subject to certain conditions: that the prayers are performed in congregation, that the place of congregation is customarily distant, and that the worshipper is inconvenienced by the rain on their way.
