What is the ruling on shortening and combining prayers for a traveler whose journey is 70 kilometers and who returns on the same day, given the scholarly disagreement regarding the determination of the legal distance?

Scholars have differed in estimating the distance at which prayers may be shortened and combined. The majority opinion is that it is four burud, approximately eighty-three kilometers, which is the relied-upon view for fatwas. However, some scholars hold that the distance is not specified and is left to common practice (urf). Ibn Baz, may Allah have mercy on him, was of the view that the distance for shortening prayers is approximately eighty kilometers. Accordingly, a distance of seventy kilometers does not permit combining and shortening prayers, according to the majority of scholars.
