What is the ruling on saying: "Woe to a nation that does such and such and does not do such and such," intending to blame Muslims?

It appears that the speaker of these statements does not intend to malign the entire Ummah, but rather to single out some individuals who commit evil or possess a bad characteristic. This is permissible, Allah willing, and is supported by the hadith: "Indeed, Allah Almighty does not sanctify a nation that does not give its weak their due."
