It is not permissible to rent a shop to someone who sells shisha, or uses it for any forbidden purpose, even if the shop is used for permissible matters. This is because the landlord is a partner with the tenant in sin due to their cooperation in disobedience, and the rent the landlord receives is unlawful. Allah Almighty says: "And cooperate not in sin and aggression. And fear Allah; indeed, Allah is severe in penalty." (Al-Ma'idah: 2). Jurists have explicitly stated the prohibition of selling grapes to someone who will use them to make wine, and renting a house to someone who will use it for forbidden purposes, due to the assistance this provides in what Allah has forbidden.
