Is it permissible to spend money allocated by the government for marriage on establishing an investment project instead of getting married?

If the government allocates a grant to assist those who wish to marry, it is not permissible for someone who does not wish to marry to take it. Nor is it permissible for someone who has taken it to spend it on anything other than marriage expenses. This is in consideration of the intention and condition of the giver, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."
