How can I ask forgiveness from a disabled person whose will has been taken away, from whom I stole, and who does not speak or express himself?

Taking people's money unjustly is a grave sin that necessitates sincere repentance (tawbah nasuh). One of the conditions for this repentance is to return the right to its owner.

If one is unable to return it, the debt remains his responsibility, to be paid according to his ability, or by seeking forgiveness from the rightful owners.

If the owner of the right is unable to speak, he must be made to understand, and forgiveness should be sought from him if possible. Otherwise, the questioner must fulfill the conditions of sincere repentance between himself and Allah: abandoning the sin, feeling remorse, and resolving not to return to it.

If he is unable to fulfill the right or seek forgiveness from its owner, he must firmly intend to return it whenever he is able to do so in the future, while frequently supplicating and seeking forgiveness for himself and for the owners of the rights.
