Is it permissible for a worshipper to combine the Dhuhr and Asr prayers or the Maghrib and Isha prayers due to cold and rain while at home or at work?

It is not permissible for an individual to combine two prayers due to rain, because the Shariah permitted combining prayers to alleviate the hardship of attending the mosque and to preserve congregational prayer. This is not applicable to an individual who prays in their home.
