What is the ruling on a husband who neglects his wife, does not give her her rights, does not provide for her, and treats her like a slave for fulfilling his desires?

The Sharia has commanded husbands to treat their wives kindly. A harsh husband is in violation of this, for "the best among you is the best to his family." The husband must give his wife her rights, including her right to the marital bed. Her financial support is obligatory upon him, even if she is wealthy. Treating the wife is part of good companionship. It is recommended to offer advice to the husband, seek help from righteous people, avoid divorce as much as possible, and increase supplications for his rectitude.
