All movements of people are created by Allah, as He says: "And Allah has created you and what you do" [Surat As-Saffat 37:96], and in the general sense of His saying: "Indeed, We have created all things with [due] measure" [Surat Al-Qamar 54:49], and "Allah is the Creator of all things" [Surat Az-Zumar 39:62]. It has been authentically reported from the Prophet, peace and blessings be upon him, that he said: "Indeed, Allah makes every craftsman and his craft," and in another wording: "Indeed, Allah is the Creator of every craftsman and his craft." Al-Bukhari said: "He (Allah) informed that crafts and their practitioners are created," and this is the doctrine of Ahlus-Sunnah wal-Jama'ah (the People of the Sunnah and the Community). So, the act of the servant is his act, and Allah is the Creator of the servant and his act. It is not permissible to say that the act is Allah's act, for the servant is the one who prays and commits adultery, and Allah is the Creator of the servant and his will.
