What is the ruling on taking the two riyals extra that come with transferring one hundred riyals via the "Money Gram" service?
There is no objection to accepting the increase that the bank adds to the transferred amount, as long as the increase is not conditional and is given upon the withdrawal of all the money. The relationship between the client and the bank that disburses the money is a leasing (ijara) relationship, and there is no objection to accepting a gift from the lessee (the bank). If it is assumed that the money in the bank is a loan from the client, there is no objection to the gift or the increase that the borrower pays when repaying the loan, without any condition. However, if the money remains in the current account, it is not permissible to take this gift; because the money remaining in the account is considered a loan, and it is not permissible to take a gift on a loan while the loan is outstanding.
