Can the taxes collected by the state be considered compensation for the unpaid benefit of the internet?

You must repent to Allah and return the value of the internet usage to the telecommunications company. It is likely that the company has rules and regulations for handling such matters. You must exert effort to return the money, even if it means reaching the highest officials in the company. If you are unable to reach them, then giving charity on their behalf is not sufficient. It is not permissible to avoid compensating the company for internet usage without payment under the pretext of taxes, even if the company is governmental, because public funds must not be trespassed upon.
