Is expiation (kaffarah) obligatory for one who falsely swore upon the Quran before a judge that he did not hit a person or flee the scene of an accident, while he had only caused a minor scratch to his car?

"After hitting the person's car, your duty was to stop and reconcile with him regarding the damage. Your claim that no damage occurred, on which you swore, is incorrect, because a scratch is damage. An oath before a judge is based on the intention of the one administering the oath. A false oath, especially before a judge, is a major sin. Therefore, you must repent and seek forgiveness. The Shafi'is hold that an expiation for an oath is obligatory (feeding ten needy persons, or clothing them, or freeing a slave, or fasting three days). You must also search for the car owner to reconcile with him."
