Is it obligatory for someone who caused the breakage of a bus window and the injury of a passenger 10 years ago, an event that occurred when he was fifteen years old, to atone for his sin or surrender himself to the competent authorities?

To repent from this sin, there are conditions:

1. Between you and Allah: Sincere repentance to Allah and a firm resolve not to return to the sin. 2. Rights of fellow humans (the bus owner): Search for the bus owner and compensate him for the damage. If reaching him is impossible: give charity equivalent to the value of the damage on his behalf. 3. Rights of fellow humans (blood droplets): If you are certain that you afflicted someone with blood droplets: seek their forgiveness. If that is not possible: make sincere repentance and seek forgiveness for yourself and for those you wronged, as Allah Almighty says: "So fear Allah as much as you are able."
